WASHINGTON, Oct 2 (Reuters) – A last-ditch weekend spending agreement avoided a U.S. government shutdown but left pro-Ukraine officials in Washington scrambling on Monday to determine the best path forward for securing approval for billions more assistance for Kyiv.
